The licenses are the following
- openmrs-core uses the Mozilla Public License, version 2.0
- fineract uses the Apache License, version 2.0
- regulately does not include a license, which means the copyright holder retains the license
I would be comfortable contributing code to projects using both the Mozilla Public License, version 2.0, and the Apache License, version 2.0. Both allow modification and distribution of source and would permit incorporation into my own code. I would not contribute the the last project since there is on declared license, leaving the actual terms unknown (legally copyright belongs to the original creator, but that is probably not their intent, they probably just failed to post a license).
